That chalky bloom is efflorescence — salt left behind by water that has already moved through the foundation. Buyers walk past it. We put a moisture meter on it.
In older DMV housing stock it usually points at grading, a buried downspout, or a failed exterior seal. Cheap to fix before closing. Brutal to inherit after.
